What is an independent Custody Visitor?

Independent custody visitors are members of the local community who visit police stations unannounced to check on the welfare of people detained in police custody. They come from a variety of backgrounds and sections of the community. They must be over 18, live or work in the area of the Police Authority and have no direct involvement in the criminal justice system, eg serving police officers, magistrates, probation officers. Newly appointed custody visitors complete a probationary period, after which appointments are confirmed for a set period (usually 3 years). Appointments may be renewed after this period. Travelling expenses are payable.

Visits

In Wiltshire, the custody suites are located at Swindon, Melksham and Salisbury. The local co-ordinator is responsible for preparing a rota list setting out the periods when visitors should make visits.The actual timing of visits is entirely a matter for the custody visitor, but should be random and unannounced. Custody visitors visit in pairs.

Independent custody visitors must maintain their independence and impartiality. They do not take sides but look and listen and report on what they find in the custody unit. A report is completed after each visit and matters requiring attention should be raised with the custody staff immediately.
